Removing GO 111 A Blessing for Hyderabad Real Estate

The Telangana State Government implemented GO Ms. No. 69 and removed the restrictions
that were imposed under GO Ms 111. GO 111 was implemented in 1996 with an aim to protect
the catchment area of the Osman Sagar and Himayat Sagar reservoirs. This act of the
Government is likely to boost real estate construction across 84 villages that fall in the
catchment area of two reservoirs. Let us know in detail the GO 111 act and how its disallowance
is a blessing for Hyderabad real estate.

What is GO 111?

In order to preserve the water quality, GO 111 was implemented over an area of 10 km of the
lakes (Osman Sagar and Himayat Sagar) that was identified as a bio-conservation zone. This
act was passed in March 1996 and prohibited the construction of industries, hotels, residential
gateways, and other real estate construction that polluted the zone.

Present day, the life of locals has become miserable due to the ban of any developmental
activities in a 10 km radius of the lakes. As Godavari and Krishna rivers fulfill the city’s drinking
water requirements, the nonexecution of GO 111 will make room for Hyderabad real estate
development. The suppression of the act will also boost commercial engagements increasing
the property prices near the lakes.

Proposed layout of work for preserving lake water quality

The State Government will construct ring bunds of 99 km and 40 km to prevent the flow of contaminated water to the Osman Sagar and Himayat Sagar and also build sewage treatment plants at various junctions. The proposed layout of work is mentioned below:

  • Construction of channels for carrying the treated water without draining it to the lakes
  • Maintenance of groundwater quality
  • Reducing pollution through agricultural surface run-off into Osman Sagar and Himayat Sagar
  • Installation of Sewerage Treatment Plants (STPs) at several locations
  • Any other measures that help in maintaining the water quality of the reservoirs

To incorporate the guidelines and regulations, the Government has formed a committee headed by the Chief Secretary and comprising Special Chief Secretary (I&CAD), Special Chief Secretary (MA&UD), Managing Director (HMWS&SB), Member Secretary (TSPCB), Special Chief Secretary (Finance), and Director (Plng) HMDA.

The Terms of Reference (ToR) of the committee include:

  • Suggesting measures to prevent pollution of Osman Sagar and Himayat Sagar
  • Advising guidelines for zoning, pointing out the green zones
  • Proposal for development of trunk infrastructure like roads, major drains, treatment plants, diversion drains, etc.
  • Advising institutional framework to regulate development in the area
  • Ensuring detailed regulation of treatment plants and diversion drains so that the sewage water is not drained into Osman Sagar and Himayat Sagar

The total area of the catchment is 540 square km and covers 84 villages. This is almost equivalent to the Greater Hyderabad Municipal Corporation area. The entire area near the lake falls under a conservation zone. Therefore, the municipal authorities in the respective zone have to accept and approve the applications for change of land use. The State Government does not tend to prepare a master map for the area as it will be time-consuming rather, it will allow a change of land to initiate Hyderabad real estate development.

The state Government has asked to work on the above and submit its report for a detailed evaluation.

Effect of GO 111 on Hyderabad real estate

After the Telangana State Government auction, real estate development has seen a sharp rise in areas like Kokapet, Narsingi, Financial District, Puppalguda, and Nanakramguda. With the cancellation of GO 111, the demand for flats for sale in Kokapet will further increase at a steady pace. Areas like Tellapur, Kollur, Gandipet, and Velimala will also attract real estate development and new employment opportunities. As the real estate price near the Osman Sagar and Himayat Sagar areas will be less as compared to Hyderabad’s prominent locations, the abolition of GO 111 will open up affordable housing for all. This will make nearly 1 lakh acres of land available, making flats for sale in Gandipet affordable.

Latest update on GO 111

According to the latest update, the Telangana Government has declared its intentions to constrain GO 111 and encourage Hyderabad real estate development around Osman Sagar and Himayat Sagar. The Government also mentioned that it’s waiting for a detailed report from the expert committee and a final decision will be declared once the report is received.
